Ignore List not working

The Ignore list isnt working as people who was previously kicked and put on the ignore 30minutes ago have the ability to rejoin the CC and currently rag and spy on CC's which requires the Generals or such to keep kicking the same person every 30mins to constantly cause havoc in one's CC, In OSRS, If the player is on a ignore list, That person would NEVER be available to join that players CC Again unless removed.

 

Maybe a Bug or unfinished content.

This is a broken game mechanic that's been brought up many times.
