Faking giveaways to self-promote his channel

Name of the Rule Breaker: 'Sub Way', 'Jankfrank'
Rule Broken: So I'm not sure if this is against the rules and what the eventual consequences will be, but he fakes giveaways on this server to promote his youtube channel.

Date: Been doing this since 25th of january (looking at his vids on his channel)

So let's make clear that I have idea if this is against the rules or not, but this guy has been promoting his 'video's' which actually has stolen clips from other people and states that he is doing giveaways from above 100k.

The thing is, he never showed anything being paid out and you can't even comment your in-game (which is a must) name since the comments on his video's are turned off.

This guys is just damaging the trust in other Youtubers. Most of us are actually paying out the giveaways, and now people are being more sceptical every day.

If this is not against the rules and if this guy is not going to be punished I'd like to know what I can do about it myself because I think this is totally not O.K

If the point isn't really clear or whatsoever I'm in to have a chat about it and why I think this is just not OK.
