Voting Rewards?

I just came to know that there is a leader board at home. The voting hi scores seems odd.

7-8 Players with 8-10 votes each? 

When I claim I get only one reward, if I voted multiple times with vpn, still only one vote and rest disappears.

Wasn't the 10 votes/day limit reduced to 1 vote/day. If yes, why are these players not banned. If no, let me know how to claim more votes.
