bounty hunter targets skipping while in combat

some guy skips me while was clearly in combat with me, was multi maybe that influences something.

have seen it some other ocassions but mostly when going up and down stairs or something, this was right in front of me no other interruptions.

 

Also ; change bounty hunter skip timer to be equal to log out timer for combat? so if you can log, then can also skip, but in current state can do it far too quickly.

i've also had people skip me while im attacking them/skip me while they're tbed which shouldnt be possible lol can someone check into this
