Accursed Sceptre does not work

The spell works, but its supposed to provide a 50% boost to damage/accuracy in the wilderness on NPCs like other wildy weapons that use ether.

I maxed 32 in wildy and 32 at home, should be able to hit 48 in wildy but cannot.

 

 

edit: I imagine its the same for the unupgraded sceptre too but never tested it.
