Maybe have like an achievement, whereby you need 100 kills using that particular skill in order to equip the skill cape - instead of obtaining from a drop. So for example 100 kills using "attack" style (accurate or w/e you call it, the first box on every melee weapon). Doesn't have to be the entire fight, just the killing blow needs to be with that style for it to be credited. So you need 700 kills to unlock all capes, but once you unlocked them you can spawn them freely.
As for the "perk" from the cape, I guess the obvious choice is if you wear the cape it gives you some bonus in that skill. I'm going to suggest normal skill cape stats with an extra +4 (or possibly +8) in the skill of that particular cape (for HP cape it could set your base HP to 103 so the overheal effect of brews/rocks is even higher). Or it could do something if you operate it, but add a cool down like the DFS so you can't operate too much.

A couple of people have reported the same thing happened, and under similar circumstances (i.e. getting DC'd when in combat). Since it's been some time since it's happened, try logging in again now - it may have been a temporary problem. If you still cannot log in, try creating another character to see if the problem is with your client or just that account.

OK I know there are automated tools that can do this which both Gretar and "pk and own" have graciously released, but I still think people should know how to do this themselves, at least if they play other servers those tools won't work there. It seems to be quite often someone has trouble with the client and it looks like a written explanation of how to delete the cache isn't clear enough so I made a quick video for this purpose. (This is for Windows, but it should be similar thing on other OS - the location of the cache is always the user directory, aka home drive).
For those of you who don't need this video, and already know the path to get to the cache, here is a tip to get there faster: click Start, type %userprofile% and press enter!

Not going to argue anymore with you except for one thing: if you was literate you would have seen that he already tried that and it didn't change anything. If the Launcher cannot connect to the update server then it's irrelevant whether or not he has the cache because in order to check versions it needs to compare his current files with what the latest ones should be. However it can't read what the latest ones are, and therein lies the problem (I think). We will have a more accurate idea if he follows my above attempts to bypass the update check.

The above pic is using Java, as denoted by the "coffee-cup" logo it utilises. So the Jar file IS opening, however the Launcher is failing for some reason and refuses to open the client.
That's like saying "Windows can't open Exe files moron", look I clicked OSBuddy and the lil rectangle opens but the RS client never loads! (It does load ofc but just giving example)

Hmm.. No, I refuse to give up so easily on this. From your description it appears to be a problem on your end with the Launcher (which basically just checks for updates before loading the client - this is usually a waste of time since updates are rare!) I say "on your end" because I completely removed RoatPkz - all the files - and downloaded a fresh copy and it loads up perfectly. This issue could be cause by so many things, it could be AV software blocking it, it could be your Java settings etc. Can you load RS or other RSPS, or any Java applet at all for that matter?
Also, please try this as a temp. fix, hopefully it will work. If we try loading the client without checking for updates it just might fire up the client. It would mean you'd have to manually update each time until the problem is solved. So I'm going to provide you with 2 files viz:

The cache which you must extract and then place in your home drive - normally located at: C:\Users\YourName (assuming Windows is insalled on "C:") so that the path looks like this: C:\Users\YourName\roatpkzv5\Data folder and cache. (If this folder already exists, delete it and replace with this one)

The actual jarred client which you open to play the game. You can place this file on the desktop, or wherever is convenient for you.
Please report back with progress. (Also pls note: all files I've offered above are 100% un-edited official RoatPkz files which are normally auto-downloaded by the Launcher).

since mid 2013 i havnt done that many kills cos i quit for a year almost and when i returned to pking it wasnt my best, my reaction time was 2 slow and cud never concentrate fully making 2 many mistakes and missclicks but now im officially retired from pking a great journey come to an end

Wait... so the game doesn't launch but you can log in? What exactly is problem? Client not launching or is it stuck at login screen saying "connecting" or something else?

Everybody knows this though. I used to do this with HSS but one of the voting sites caught on and detected if you were using that VPN, and wouldn't accept your vote. Dunno if it's still true or not, but there's plenty more VPN out there and AFAIK this isn't against the rules (on RoatPkz) so yeah it definitely is "a way to make moolah"

I'm pretty sure it will be laggy on a phone (loaded on PC, viewed on phone screen). So while you might just be able to get away with simple tasks such as woodcutting - on RS, it's wouldn't be beneficial on RoatPkz.
Since Java is currently the subject of much hatred, due to security vulnerabilities, it seems unlikely it will have a future on mobile devices. Sorry to crush your dream.

Botting is a good thing. Computers are much more efficient than humans at certain tasks. Pking? No. Grinding? Yes! Repetitive bullshit is always being automated by smart people across every industry, why not RS, just because Jagex says no. They can't completely prevent it. They have an autochat feature themselves which is essentially a "bot" that types for you anyway. I don't see how you can be for RSPS, and against botting. You're either on Jagex's side or you're not, why is there a middle ground? In for a penny, in for a pound!

Well ::chill is sort of the market zone but I like the GE idea because then we can PK/go AFK/log off and still be buying and selling items.
Don't need to alch: items can be sold back to PKP store, left click to value and right click to sell.
Support for overloads (PvM and FunPK) and more monsters.

Cloak is untradeable therefore it costs more because you can keep looting it back, whereas 3rd age is lost on death that's why it's cheap.
