Staker's logic.... quitting because you lost items to a "scam". Would you also have quit if it was a fair duel and he won? Only put up items you are willing to lose, no good crying about it after, regardless how you lost them. 

Besides, the other guys are right, there is a clear indicator that rules have been switched, it's there in red and you chose to ignore it. Rule switching is a common tactic because rather than relying on pure luck alone people like to pull the strings in their favour. Those who stake regularly know this and just take precautions by taking some items (eg runes, food, rapier, etc) in case this happens.

lol stfu u got anti scammed by Obeydullah when u was doin invisibility glitch and he turned whip/dds off then used rapier

That was 2 years ago, and I found it hilarious as fuck. I suppose it was karma because what I was doing was against the rules (bug abuse), besides he's my mate and we were sparring.

Yes but just like in the real world, there are legal and illegal scams. (Some scams, although bad morally, do not break actual laws -or use a legal loophole- therefore nothing can be done). This is an example of a 'legal' scam, really these would be better categorized as tricks rather than scams (specifically con artist/confidence tricksters). The other guy did not force him to accept or stop him from seeing the rules in anyway or abuse any feature of the game to gain an unfair advantage, he simply used an option he had the right to use. It's not nice when it happens, but now you learn to be more careful, plus just do the same to others... think of it as NH duels... :P

Sorry to see you got scammed, we have preventative methods in place to help players realise when the rules get changed. Next time, wait for the other player to click accept, double check the rules then click accept. Full proof.
